project phasing
The project is divided into two phases.
Phase 1 is slated for construction in 2024 and begins at Belknap Street and ends at N 21st Street. Phase 1 includes partial funding through the State of Wisconsin Local Road Improvement Program (LRIP).
Phase 2 is slated for construction in 2025 and begins at N 21st Street and ends at N 28th Street. Phase 2 includes partial funding through the State of Wisconsin STP-Urban Program.

Public Meeting
A public meeting was held on Wednesday, June 19, 2024, at 4:00 PM at the Superior Public Library. This meeting was part of monthly discussions involving the city, the public, and the contractor to assess the project's advancement and resolve any concerns.
PROJECT updates
Construction completion is anticipated to be October 15th.
Any updates to the project schedule will be provided below:
5/22/2024: The contractor has closed the street to traffic. Work will begin next week removing asphalt from the west half of Hammond between N18th and Belknap Street.
5/31/2024: Temporary water main has been constructed and tested from Belknap to N18th Street. Residents between 18th Street and Belknap should anticipate brief water outages when water services are connected. Removal of concrete from the west half of Hammond between Belknap and 18th street is starting.
6/06/2024: The contractor removed concrete pavement from the west half of Hammond between Belknap and N18th Street. They will be installing new watermain all week between Belknap and 18th street.
6/14/2024: The contractor is continuing to install new watermain from Belknap to N18th Street and then will begin installing temporary watermain pipe for N18th – N21st Streets.
6/20/2024: The contractor will be working on watermain and hydrant leads between Belknap and N18th Street. SWLP will be removing the regulating station on N18th Street and abandoning the old gas main between Belknap and N18th Street.
6/27/2024: The contractor completed the watermain between Belknap and N18th Street. Belknap eastbound will be reduced to one lane Monday 7/1/24 – 7/3/24 to connect into existing storm sewer. The contractor will then be working on mainline storm sewer and permanent water services between Belknap and N18th Street. SWLP/ Hanco will be abandoning the old gas main between Belknap and N18th Street starting next week.
7/11/2024: Mainline storm sewer continues between Belknap and 17th Steet. Permanent water services are being installed starting at Belknap and heading south. The contractor will continue working on mainline storm sewer and permanent water services between Belknap and 18th Street as well as grading and placing concrete in the first half a block near Belknap. Traffic will be reduced to a single lane on east bound Belknap for a day to place the concrete pavement.
8/1/2024: Storm sewer completed from Belknap to N18th Steet. Permanent water services are completed from Belknap to N18th Street. The road is graded from Belknap to N17th east. Curb and Gutter has been placed from Belknap to Harrison Street. Temp water services are being installed between N18th and N21st Streets. N18th Street will be closed for water main and storm sewer installation. Grading will continue between N17th and N18th Streets. Pavement removals are scheduled between N18th and N21st Street. Temp water services will be completed in the early part of next week.
8/26/2024: Storm sewer and permanent water services are completed from Belknap to N20th Steet. Curb and Gutter is placed from Belknap to N17th Street. Sidewalk is placed on the west side from Belknap to N17th Street. Storm sewer installation will continue between N19th and N21st streets and on N19th east and west. Grading will continue at N19th Street east to N20th and also removing pavement on N19th and N20th to the west.
9/12/2024: Storm sewer and permanent water services are complete from Belknap to N21st Street. The road is graded from Belknap to N21st Street. Curb and Gutter has been placed from Belknap to N19th Street. The sanitary lining is complete. N18th Street has been paved and will be open to traffic. N21st street will be closed to install remaining water main, storm sewer, grading, curb and gutter and pavement.
10/24/2024: Construction on Hammond Avenue is quickly wrapping up for the season. The final layer of pavement is being laid this week. Crosswalks and line painting are in process and should also be complete this week. Some trees are being planted in the median this fall. However, most of the boulevard and median planting will take place in the spring. The roadway will remain closed to traffic through Halloween. The closure will help promote safety and enjoyment for the Halloween trick or treat celebration on Thursday. The road is anticipated to open to traffic the week of the 4th.
